You left PennDOT country for Texas DPS and county tax offices. Texas DPS handles your driver license (90 days). Registration runs through your county tax assessor-collector under TxDMV rules (30 days). Pennsylvania’s annual safety/emissions program does not carry south.
PennDOT vs Texas — what does not transfer
Pennsylvania issues licenses through PennDOT; vehicle registration and annual inspection stickers are separate from licensing. Texas splits the same work differently: DPS for people, county offices for plates, licensed stations for inspection before registration.
Your valid PA license is usually enough to skip Texas knowledge and road tests if it is unexpired and was issued within the last two years. Surrender the PA card when Texas issues yours — you do not keep both.
Worth knowing: Pennsylvania’s front-and-rear plate rule does not apply in Texas the same way. Texas issues one plate for most passenger vehicles; mount it on the rear as directed on your registration paperwork.
Inspection: emissions in PA, safety in TX
Most Pennsylvania counties require annual emissions plus safety inspection. Texas requires an annual safety inspection statewide, with emissions testing only in Houston, Dallas–Fort Worth, El Paso, and a few other areas — not a statewide program like PA’s.
Budget $25–$40 and a separate stop at a licensed inspection station before your county registration appointment. A fresh PA inspection sticker does not satisfy Texas.
Suggested order of operations
- Establish your Texas address (lease + utility or bank statement).
- Switch auto insurance to Texas 30/60/25 minimums and get a Texas policy card.
- Get the Texas safety inspection (emissions if your county requires it).
- Register the vehicle at the county tax office within 30 days of residency.
- Book DPS for license transfer within 90 days — metro slots run 2–6 weeks out.
